Health care reform in China has to reflect a sea change in demographics and social structure. For thousands of years, until the start of the one-child policy in 1979, the glue in China’s health care was a clan system where healthy and strong family members took care of the sick, the young, and the elderly. Increasingly, China’s workforce is made up of people without siblings. They have rising income but the responsibility of taking care of themselves, their aging parents, and a child of their own.
